Albania and Bosnia and Herzegovina are the poorest countries in Europe, according to data published by the European statistical office Eurostat.
Eurostat published data on the ‘actual individual consumption’ (AIC), which is a measure of material welfare of households.

As for the Western Balkans, here’s the state of play:

The actual individual consumption in B&H was reported at 42% of the EU average, while in Albania was somewhat lower, i.e. at 40% of the average.
North Macedonia had the actual individual consumption per capita at 43%, Serbia at 49%, Montenegro at 60%, while Croatia recorded the highest level of it – 66%.

The second measure within the same report is the level of GDP per capita.

As for this criterion, Albania recorded the lowest level of GDP per capita in the EU – 31% of the EU-27 average, followed by B&H – 32% of the EU-27 average. North Macedonia is placed at 38%, Serbia – 41%, Montenegro 50% and Croatia at 65%.
