Building permit for highway route pending

The Ministry of Sustainable Development and Tourism, MORiT, rejected a request for issuing a building permit, encompassing construction of sub-section 4.4.2 on the priority Smokovac-Matesevo section of the Bar-Boljare highway. The request was submitted by the Ministry of Transport and Maritime Affairs as the govt has been the investor and the China Communication Construction Company China’s, CRBC, a contractor working on a new highway. They requested a permit four months ago (on 19 Dec.)

The decision rejecting the request was signed by the independent adviser working in the MORiT, Borka Novković. The decision clearly indicates the investor’s request had no grounds. “The MORiT obtained a real estate folio in the land register no. 440 Kolasin-Matesevo for which the investor didn’t submit any proof of ownership, i.e. any other right to development land. Also, the investor didn’t submit additional technical documentation referring to location, as the submitted revised project (its narrative part) does not provide description of location with the list of cadastral plots,” the MORiT’s decision reveals.

The Ministry of Transport and Maritime Affairs was informed about this decision before it was finally adopted and its authorized representative didn’t deny the MORiT’s allegations.

Construction of the priority Smokovac-Mateševo section started on 11 May 2015. Contractor was facing numerous difficulties as many necessary permits were missing but the Chinese didn’t seem to bother a lot about the govt’s restrictions and accelerated their works anyway.
