Constitutive session of the Parliament to take place on 23 September

Constitutive session of the new Montenegrin parliament will be held next Wednesday, on 23 September, said president of the Parliament of Montenegro, Mr Ivan Brajović, following consultations with the representatives of electoral lists. Holder of ‘Black and White’ coalition, Mr Dritan Abazović, said that the opposition had a proposal for the president of the Parliament but he didn’t want to tell who he was.

 

The meeting was attended by Mr Milutin Đukanović, from the coalition For the future of Montenegro, Mr Dritan Abazović and Mr Mileta Radovanić from URA, Mr Momo Koprivica from Democrtas, president of SDP, Mrs Draginja Vuksanović-Stanković, Mr Branimir Gvozdenović from DPS, Mr Ervin Ibrahimović from Bosniak Party, and Mr Fatmir Đeka and Mr Nik Željošja, from Albanian coalitions.

Mr Abazović points out that they will do their best to accelerate procedure related to the Parliament and the Government due to the epidemic situation but he added this is not the moment for hasty decisions.

Asked if they will have the proposal for the president of the parliament on 23 September, Mr Abazović said yes.

“But it’s too early to announce publicly who will be president of the parliament”, Mr Abazović said.

As far as the Government is concerned, it will require more time.

Asked if Mr Zdravko Krivokapić will be prime minister-designate, Mr Đukanović said it would be “natural”.

Mr Momo Koprivica said that it was clear citizens had expressed their will for radical changes.

“In the future parliament, opposition will be much more respected than it’s been the case so far. After 115 years of constitutionality, government has been changed in the elections”, he said.

Mr Gvozdenović stresses that DPS has demonstrated maturity and statehood, the direction it will definitely continue to move in.

“Electoral will has changed direction and we admitted that. We will attend constitutive session and we will help creation of a serious and responsible environment”, Mr Gvozdenović said.

Montenegrin parliament counts 81 MPs.

In line with the Constitution, President of the country is required to propose prime minister-designate within 30 days from the day the parliament is constituted.

President of the previous convocation convenes the first session of the newly-appointed convocation.

Prime minister-designate presents his program in the Parliament and proposes composition of the government.

The Constitution stipulates that the Parliament shall be dissolved if the new government is not formed within 90 days from the day president proposed the prime minister-designate.

In that case, president of the state shall call for the new elections the first day after the Parliament was dissolved.
