Kovac: Djukanovic has no authority to shorten Parliament’s mandate, if it doesn’t do it itself

Minister of Justice in the technical mandate, Marko Kovac says in his guest appearance on RTV Niksic’s Kontak show that the Constitution of Montenegro is clear on the issue of shortening the mandate of the Parliament.

“The Parliament can shorten its own mandate, and the president of the state is obliged to issue a decree after that, which has a declaratory and not a constructive character. So, he does not have the authority to do it himself if the Parliament doesn’t shorten its mandate”, says Kovac.

I am afraid, he adds, that shortening the mandate by the president’s decree would lead to an extremely unstable political and legal situation.
