Marković: We aren’t going to sell the Airports

The Government has adopted Concession Act for the Airports of Montenegro.

“We aren’t going to sell Airports of Montenegro. We expect huge investments”, said the Prime Minister, Mr Duško Marković.

Minister of Transport and Maritime affairs, Mr Osman Nurković, announced that the set criteria could be met only by somebody who reached high standards. Therefore, bidders will have to demonstrate compliance with all mandatory criteria. 

Minister said that total market price of the Airports amounted to €140 million.

There are three types of criteria for the selection of the best bid: technical criteria, financial criteria and bid for the improvement of air accessibility.

As defined by the Concession Act, the future concessionaire is expected to pay one-off upfront payment in the amount of at least €100 million. Total expected investments for the concession period amount to around €200 million, with investments worth at least €80 million to be made in the first three years.

It’s important to note that the document defines that all the employees in the Airports of Montenegro be kept. In the first five years, the Concessionaire will not have right to fire anybody.

Mr Nurković said that SD still held the view that airports shouldn’t be leased. He added that he had already spoken to around 20 companies interested in concession.

Tango Six Portal says that the Government will grant concession for the right to use Airports Podgorica and Tivat for which it expects €100 million of upfront payment.

“Passenger terminal at the Airport in Podgorica is expected to be extended, as well as its maneuver spaces and general aviation platform”, says the portal.

Airport in Tivat will get water terminal for transport of passengers by sea. Its runway will be repaired and new apron taxiway will be constructed.
