Montenegro gets new government

Today, Montenegro officially got new, 42nd Government. Mr Zdravko Krivokapić will be Prime Minister. A total of 41 MPs voted for the Government, 21 was against it and one was abstained.

Leader of URA civil movement, Mr Dritan Abazović, is vice-president of the Government. Ministers are:

Mr Sergej Sekulović – Minister of Interior,

Mr Đorđe Radulović – Minister of Foreign Affairs,

Mr Milojko Spajić – Minister of Finance and Social Welfare,

Ms Vesna Bratić – Minister of Education, Culture, Science and Sport,

Mrs Jelena Borovinić-Bojović – Health Minister,

Mr Jakov Milatović – Minister of Economic Development,

Mr Mladen Bojanić- Minister of Capital Investments,

Ms Tamara Srzentić- Minister of Public Administration, Digital Society and Media,

Mr Ratko Mitrović – Minister of Ecology, Urbanism and Spatial Planning,

Mr Aleksandar Stijović – Minister of Agriculture, Forestry and Water Management

and Mr Vladimir Leposavić – Minister of Justice and Minority Rights.

A victory of 41 MPs was proclaimed today. That’s the victory of citizens, Mr Zdravko Krivokapić, Prime Minister-designate,said in his closing word.

“This Government will last for four years. This is our Montenegro and let’s not divide it. This government will serve citizens only. This is the government of sacrifice. New era has come. Every day is precious. I know what lies ahead and how we will deal with that”, he said.

This is the story about team work.

“We never wanted to discriminate anybody. We will win together. This is not a story, an adventure or experiment. The whole system is party system and that can’t change overnight”, Mr Krivokapić said.

One of the leaders of DF, Mr Milan Knežević, said he wanted to tell the truth: “DF, together with SOC and Metropolitan Amfilohije and Patriarch Irinej, has contributed to this freedom”.

“As long as the Government sticks to the agreement we reached, it will have support. Tough times lie ahead, but we are motivated to restore Montenegro in the next four years. Our support is support for peace. This is only one of Montenegro’s victories. The basis for victories to come. It won’t be easy but our steps are safe”, Mr Boris Bogdanović, head of the club of Democrats said.

Mr Branko Radulović said to Mr Krivokapić: You are faced with the greatest life temptation. You must know that Montenegro has to go though purgatory. The Government must be a reform government. This is minimum”.

“We will support this government. We expect a lot from it. We want it to be at service and carry out all tasks”, Mr Dragan Ivanović, head of the Socialist People’s Party club, said.

“Today is the big day and we are taking the first step of democracy, we are setting the standard for normal change of power. For the first time, we have exposition, proposal for the composition. So far, government has been formed on DPS Main Board. A chief comes with a lost and says: Here, vote. I am proud that I will vote for this government, the first democratic government in the history of Montenegro. Citizens, please, don’t get afraid, the government will be civil, sovereign, independent and ecological”, Mr Miloš Konatar, head of the Black and White coalition club.

Head of the SD club, Mr Ivan Brajović, said that “we’ve got an unusual situation; mainly critics on the exposition but they will anyway support it”.

“Today, we are voting for the government which is mono-Jewish. This government doesn’t have the support of 2/3 of Montenegrin citizens”, Mr Brajović said.

“You stumbled on your first step of democracy. You were silent to everything that has been said these days. You didn’t open dialogue in the Parliament. But you helped us a lot. You united opposition and position”, Mr Ibrahimović said.

“You didn’t muster up enough courage to appoint one representative of minorities in your government. I call on my colleagues to join forces and create conditions for extraordinary parliamentary elections and establish a legitimate majority that trusts Montenegro. This government doesn’t develop trust”, he said.

Mr Branko Radulović, member of DF, said that he had done his best to come to a strong government, visionary Montenegro.

“I wanted to make a draft, I was the first one to propose you for the President the Parliament, and you for the Prime Minister. I replied to Mr Krivokapić’s letter honestly, submitted my CV and then I withdrew to the last position. But Mr Krivokapić didn’t heed my advice on political government and that’s his life mistake. He didn’t make a strong government. He said DF leaders are not worthy of his government, that we know nothing. You offended me, my father, my mother”, he said.

“I didn’t say church on Rumija should be demolished, I said it could not be a symbol of one religion because that place belongs to all citizens of Montenegro”, Mr Đeka said.

Mr Marko Kovačević from DF thinks that some toxic messages were addressed to the representatives of minority nations.

“Mr Đeka called for the demolition of the church in Rumija. Please don’t dedicate so much time to us. Leave orthodox Christians and our churches alone”, Mr Kovačević said.

“We have expressed our view over the past 3 months. We thought we needed minority government. We have heard many messages addressed to minorities. That’s why we though invitations to be part of the government weren’t serious. This or any other government must not endanger the achieved level of human rights. We can’t support prime minister who is supported by SOC. And we would think the same if any other candidate was the exponent of a religious community”, Mr Fatmir Đeka said.

Mr Danilo Šaranović from Democrats said that we “need a fair state”.

“Social economic political situation seen so far resulted in turning a man into the greatest export product and resource. Hybrid regime generated hybrid divisions. When we live in injustice, we don’t have enough strength to fight. We need a society in which the government will be afraid of citizens”, Mr Šaranović said.

Mr Bogdan Fatić, member of DPS, said that the Parliament was a form of the arena.

“Exposition is on the agenda and somebody wants to add attribute another connotation to the events”, Mr Fatić said.

Mr Predrag Bulatović said to Ms Aleksandra Vuković that “Milo Đukanović is not a historical figure at all”.

“Srebrenica is the most important word in our vocabulary. Over 8.000 people killed in one day. That’s genocide, because they wanted to eradicate us. BP will always fight for every Muslim and Bosniak in Montenegro. This is just one of the statements we continuously hear from this Mister on my left, whose last name I don’t want to mention. Mr Krivokapić, this is the third day we are listening to various qualifications about minorities”, Mrs Kenana Strujić-Habrić from Bosniak party said.

“Vučurović is my last name. If you have a problem with that, that’s not my fault”, Mr Vučurović replied.

DPS spokesman, Mr Miloš Nikolić, said that Mr Vučurović’s discussions were replies to themselves.

“It’s very difficult to reply to his discussions in an appropriate manner, and I really intend to preserve my gentle manners”, Mr Nikolić said.

Mr Ervin Ibrahimović from Bosniak party says that denying genocide is a terrible thing.

“Genocide in Srebrenica is a collective trauma. It’s not true that people from Rožaje killed 50 members of orthodox religion. Please, let’s avoid such claims. Let’s not make divisions”, he said.

Mr Vučurović denied the genocide once again.

Mr Jovan Vučurović, DF member, called Mr Miloš Nikolić a spy and DPS a criminal organization.

“This is a big moment for Montenegro. We are going to vote for the government to eliminate DPS from the political stage. Those who want restoration have to take brave actions”, Mr Vučurović said.

Mr Andrija Popović from Liberal Party and Mr Dragutin Papović from DPS reacted to Mr Vučurović’s insults.

“When you started shouting that mantra “Milo, thief”, devastation of Montenegrin institutions began. Mr Đukanović is a historical figure because he paved your way to a healthy state. You say we are nazis from but we are proud of our past”, Mrs Aleksandra Vuković said.

Who expelled Saint Sava from schools, she continues.

“It wasn’t Montenegro. Njegoš is mentioned so often but I bet many of those who refer to Njegoš haven’t even read him. Mr Krivokapić, don’t allow the creation of political mud in Montenegro”, she said.

Mr Predrag Bulatović from DF claims that a new generation of European politicians will soon arrive. He said he would vote for Mr Krivokapić’s government.

“You can’t function without us, we can’t function without each other. We are different indeed, but we are also different from DPS. It would be hypocritical to vote for the government and then start working against one another as early as tomorrow. I will not take part in that, that’s for sure”, Mr Bulatović said.

DPS member, Ms Daliborka Pejović, said to Mr Krivokapić that he had become a real political phenomenon. She also thinks his exposition is uninteresting.

“You have been undeserving from the start. You have undermined your cabinet. I remind you of 27 August. I was trying for days to realize who Mr Krivokapić is. After I watched that TV show, I had no dilemma. I don’t know how comfortable you are now when you hear people telling you that you have deceived them politically. You said you would withdraw Law on Freedom of Religion. You said that the law was for believers only. You were so wrong if you thought that would make you a leader. I also heard believers can’t get infected with the virus. You denied that very quickly. And with only one apology you avoided being punished”, Mrs Pejović said.

“Voting for the government has become fight for identity. The entire world needs new left-wing because the injustice of neo-liberalism if the question of class. People are impoverished, inequalities are on the rise. We are deciding between robbing capitalism and dangers from stepping into clerical nationalism”, Mrs Božena Jelušič, URA members said.

She is wondering why people didn’t ask prime minister to reign, at least due to the Envelop affair.

“To be here and not to vote for this government would be hypocrisy. Why no one defended this country? People won’t remain silent any longer. Control function of the parliament will be the most important thing and URA will not raise hand for anything that is against MontenegroŽ”, she said.

Members of the Parliament of Montenegro are supposed to vote today on the composition of the new government, proposed by Mr Zdravko Krivokpaić. The session starts at 11 am.

Over the previous two days, a fervent discussion took place in the Parliament.

Mr Krivokapić said among other things that the new government “will be the government of discontinuity, freedom, equality and that the existing crisis can be overcome by reforms, knowledge, and work on the rule of law”.

The first day of the discussion was marked by Mr Medojević’s request for a break, so that prime minister-designate had time to fill his exposition.

Yesterday’s debate will be remembered by Mr Abazović’s heated speech, in which he made accusations addressed to DPS members.
