In the period between 1 January and 9 August 2019, a total of 19.502 temporary residence permits have been issued. Around 3.614 have been issued on the grounds of seasonal job, said the representatives of the Ministry of Interior.

According to the data, most seasonal workers came from Serbia (2.430), Bosnia and Herzegovina (329), Kosovo (222), Macedonia (190) and Albania (101).

According to the data of the Employment Agency of Montenegro, most seasonal workers found job in hotels and restaurants.

Auxiliary workers most wanted

According to the data, the majority of seasonal workers were auxiliary staff in hotels and households, on construction sites, preparation of food, as well as waiters and barmen.

Employers look for cooks, bakers, butchers

Representatives of the Employment Agency say that young people usually take interest in reception work, administration work, business marketing, procurement and sale.

“However, employers search for qualified workers such as: cooks, bakers, butchers, pizza masters… There are 2.600 workers from the field of tourism and hospitality in our records every year”, said the representatives of the Employment Agency.

Data related to 2018 and 2017 indicates that number of seasonal cooks and barmen is considerably lower. On the other side, number of cleaners and auxiliary staff in household and hotels is soaring.

“As far as overall demand is concerned, number of workers engaged in auxiliary jobs in hotels, restaurants and at beaches is on the rise. Since a great number of unemployed persons in our records accounts for 1/3 of unqualified work force, we think there’s enough room for action in this domain”, said Mr Goran Bubanja, Director Assistant in the sector for Planning, Analysis, and Statistics within the Employment Agency.

Permit of up to 8 months

In accordance with the Law on foreigners, seasonal employment entails employment relationship for a fixed period of time, for the purposes of performing seasonal activities.

The employer is obliged to sign contract of employment and provide social insurance for the worker, within eight days from the day the permit was issued.

In accordance with the Law on Foreigners, temporary residence permit and shall be issued for the purposes of: employment of a foreigner, seasonal job, work of a posted worker. A posted worker is a foreigner who does his/her job in Montenegro for a fixed period of time.

“Law on Administrative Taxes stipulates administrative tax in the amount of €60 for issuing temporary residence permit and €30 for the extension of permit”, said the representatives of the Ministry.
