Orav: Montenegro hasn’t proposed the construction of the Palace of Justice

Montenengro hasn’t proposed the construction of the Palace of Justice during the preparation for the program of pre-accession funds, said the Head of EU Delegation to Montenegro, Aivo Orav.

President of the Supreme Court, Mrs Vesna Medenica, has said recently that they are fighting hard to provide money for the construction of Palace, but that EC is obstructing the process.

Orav said to the journalists that “the EU is the biggest donator to Montenegro”.

“We provide €40 million assistance to Montenegro annually. Judicial system is one of the priority areas. We have donated €18 million in the last five years”, said Mr Orav.

As he explained, all the initiatives are launched by the Government and they have to be justified, relevant and serious, while all the constructions must have all the necessary documentation and licences.

He added that the EU had a very clear review of the condition of court buildings. European experts have prepared a report that provides full-scale review of what is going on in the judicial infrastructure.

“I believe that this report should be the basis for the adoption of future decisions”, said Mr Orav.

EU has earmarked almost €10 million for construction and reconstruction of courts in Montenegro. However, he agreed to pay a visit to the court and see the conditions judges work in.
