Pažin: Lawfulness is the foundation of the rule of law

Montenegrin institutions must use the European Court’s case-law in order to further improve national mechanism for human rights protection and value and promote zero tolerance for all case of abuse of official powers in the law enforcement, said vice-president of the Government, Mr Zoran Pažin.

At the opening of the international conference on the prevention of abuse in police service, held in Budva today, Mr Pažin said that this was particularly important for the police.

“Police officers are on the front line of human rights protection in every country. Their lawful actions are, therefore, the basis of the rule of law. Police services must exclude every officer who could abuse the trust citizens have in lawful and just actions of police department”, said Mr Pažin.

He pointed out that there shouldn’t be room for fake solidarity among officers, especially in identifying the abuses of official powers and their prosecution. He said that Montenegro “fully abides by the European Convention ”.

He also stressed that Montenegrin institutions should devote efforts to provide efficient human rights protection and responsible work of police officers and prison officers. Mr Pažin expressed his gratitude to international partners, and organizations of civil society.
