Symbolism of number 17: The Kotor scenario might repeat in Budva

The ruling coalition in Budva doesn’t exist anymore as it has no majority. Political clashes will last for some time because it’s obvious that now we have a new political majority comprising 17 councilors, that is, the Democratic Party of Socialists (DPS), the Social Democrats (SD), the Crnogorska party [in English: Montenegrin party] and an independent councilor, Mr Stevan Džaković.

If the history is repeating, president of the Assembly, Mr Krsto Radović, will be dismissed first followed by the current president of the Municipality of Budva, Mr Marko Carević.

The Budva Assembly was supposed to vote on the Initiative for Mr Carević’s dismissal, but that didn’t happen, as the ruling coalition derailed the discussion. The deadlines were not met.

It should be noted that Mr Carević’s dismissal was supposed to be decided upon on 5 June. However, in the end a majority decided to schedule a sitting for yesterday in order to avoid the expiry of legal deadlines for making such a decision.

According to the Charter of Budva, councilors were obliged to make a decision on the initiative for the dismissal of the President of the Municipality of Budva last night at midnight, at the latest.

“However, the organizers of the Assembly didn’t allow councilors to vote and the deadline expired. As for us, the sitting terminated at the moment when the deadline for the decision expired,“ head of the Budva DPS, Mr Predrag Jelušić, told.

The sitting to discuss the dismissal of the president of the Assembly, Mr Krsto Radović, will be held on 3 June, while the deadline for his dismissal is 4 June at midnight. It’s expected that the ruling coalition won’t allow this to happen.
But, if we compare this situation with the one that happened in Kotor, things are going to become clearer after these events finish.

Let’s remind ourselves of the events in Kotor.

On 26 June 2019, the meeting between DPS, SD, LP, HGI caucuses and councilor, Ms Bruna Lončarević, making up a majority in the Kotor’s Municipal Assembly, was held and it was decided to convene a session on 27 June with only one agenda point – Dismissal of the President of the Municipality of Kotor.

A new assembly majority in Kotor, consisting of the DPS, SD, LP, HGI and the councilor, Mr Bruna Lončarević, dismissed the president of the Municipality of Kotor, Ms Dragica Perović, on 27 June. Mr Željko Avramović, a secretary of the DPS Municipal Committee, was appointed acting president of the Municipal Assembly. After that, the DPS councilor, Mr Jovo Suđić, took the office.

The political drama finished on 12 July last year when the president of the DPS Municipal Committee, Mr Željko Aprović, was appointed president of the Municipality of Kotor by unanimous decision of a majority, that is, 17 councilors. The symbolism of number 17.
