The Balance Clause is not applied to Montenegro

The Balance Clause is applied in cases when reform process in the rule of law is lagging far behind the process of alignment with the European Union as a whole. Currently, this is not the case as was suggested in the latest EC Report on Montenegro, Ms Maja Kocijancic, the EU spokeswoman, told Pobjeda daily.

Her statement came after the President of Montenegro’s parliamentary European Integration Committee and the Democratic Front, DF, official Mr Slaven Radunović told yesterday that the EU stopped the accession process of Montenegro due to the unsatisfactory progress in negotiations in all chapters, especially because of the country’s failure to achieve satisfactory progress under key chapters – 23 and 24. In an interview for Mina news agency, Mr Radunović said that an overall balance clause has been unofficially applied even though the public still knows nothing about it for some political reasons.

However, the EU strongly denies such statements, noting that they are carefully monitoring every step Montenegro makes concerning the rule of law.
