Up to 1.500 EUR for failing to enroll children in the first grade

According to the Constitution of Montenegro and the Law on Primary Education, primary education in our country is mandatory. Parents who fail to enroll their children in the first grade will have to pay the fine.

Children in Montenegro start their education in the calendar year in which they turn six years, and the enrollment for the first grade starts in April.

„It’s possible to prolong the beginning of the education for one year, with the consent of parents, competent healthcare service or special commission, but only if the child isn’t ready to go to school for some particular reason. The director of the school appoints the commission for delaying the enrollment and it consists of a psychologist and a teacher. A child can go to school even if he/she is under 6 years old, but only at the suggestion of parents and on the approval of the commission“, reports Ministry of Education.

However, if parents fail to enroll their children for the first grade, without any valid reason, the school is obliged to submit an application against the parents and they will be punished for this misdemeanor by a fine ranging from 100 to 1.500 EUR.
