Zetagradnja and Čelebić offered largest number of flats in ‘1.000-plus’ project

Thanks to the three phases of the ‘1.000-plus’ project, nearly 1.200 households resolved their dwelling issues, i.e. more than 3.000 Montenegro citizens got a place to live in. The fourth phase of the project is about to be launched soon and approximately 400 households will solve their dwelling issues. The interest rate is still 2.99%, while the total value of the project is €20m, writes Dnevne Novine daily.

FIRST PHASE

The Ministry of Sustainable Development and Tourism submitted the Government of Montenegro details about the implemented phases of the ‘1.000-plus’ project. The document suggests that in the first phase of the project, 433 family households were granted loans, while a total of 1.239 citizens solved their housing issue. The total value of the project amounted to €50m. In that time, users were offered residential units whose highest price per sqm amounted to €900. There was an exception for facilities whose price exceeded €900, but in that case, applicants had to pay by themselves the difference in the price.

SECOND PHASE

As for the second phase of the project, loans were granted to 376 family households, whereas 910 Montenegro citizens solved the housing issue. In this phase of the project, €10m was provided through a credit arrangement with the Council of Europe Development Bank, CEB, and the total value of the project was €20m. The total amount of realized funds, for the second phase, amounted to €17.172,810.

THIRD PHASE

The last – third phase of the project – was implemented in late 2018 and part of the last year and offered the most favorable conditions. Through a credit arrangement with the CEB, €10m was ensured, while the total value of the project amounted to €20m.

The share of the CEB was 50%, while the remaining 50% belonged to commercial banks and citizens, and the main novelty compared to the previous two phases is that the participation of citizens was not mandatory. Long-term loans were granted at a fixed interest rate of up to 2.99 percent annually, for a period of up to 20 years.

PRICES OF FLATS

The companies that offered the largest number of flats were Čelebić (160 flats) and Zetagradnja (145 flats), while Fidia, Grd Metal and 14 Septembar [in English: 14 September] offered only one flat each. All units offered by Čelebić and Zetagradnja were not constructed at that moment. As for their value, citizens could buy Zetagradnja apartment for €1.100 per square meter and for €1.092 if they opted for the apartment constructed by the Čelebić company.

The average flat price per square meter in the capital, Podgorica, amounted to €1.083, in Bar €1.100, Nikšić €891, while the lowest one was in Mojkovac – €415.
