The Energy and Mining Minister, Sasa Mujovic, has restarted the Bileca Lake issue, announcing concrete steps for the CdM portal. First of all, the formation of a working group comprising renowned experts, who are going to work on this matter, so that Montenegro can get a certain compensation from Lake Bileca. According to him, it’s something approved for Montenegro by numerous declarations, rules and international conventions.

However, the entire thing is not so simple. Mr Mujovic advocates for talks and agreement through the formation of a commission that would be dealing with this issue and find the workable solution. Arbitration would be the second option, which is a more complicated approach and quite an expensive process. “We must beware that it’s not that simple or easy. Arbitrations last long, they’re expensive, and the state pays it all. This a decade-long problem and it’s not so easy to solve it.”

The Minister further explains his plan over the entire matter.

“My idea is to start with establishing working teams. Montenegro would include the best people it has in them, and after the recent meeting with CANU, I asked them to delegate their members to include them in the working team as well. As for me, all those lawyers, hydrologists, everyone who can contribute in any way to our working group to be respected and maximally knowledgeable, everyone who knows what and how much they will ask for, and the extent of the concessions we can make, are welcome,” Minister Mujovic is adamant.

As for Lake Bileca, he will insist on the working groups to propose some sustainable solution.
